Description:

Mselect is looking to hire a Head, Construction for a national oil and gas operator in Doha, Qatar. Candidates must have a minimum of 15 years overall experience in supervising fabrication yard and offshore construction management/brownfield modification of live production facilities, wellhead platforms etc including review and approval of EPIC contractor deliverables. Key Responsibilities:

  • Participate in all engineering workshops during FEED and EPIC
  • Manage and guide the contractor during engineering, review, comment and approve contractor deliverables in PDMS
  • Attend engineering workshops such as Constructability Review, SIMOPS, Schedule Risk Analysis, 3D Model Reviews, HAZOP, and Lifting Plan reviews and provide inputs to ensure that these workshops comply with requirements
  • Ensure the Contractor executes the fabrication of brownfield structures onshore and modification of existing Wellhead jackets offshore in accordance with requirements
  • Monitor, control and report Contractor’s performance, man-power deployment, plant and equipment movements, construction slippages etc
  • Act as the Risk Management representative to identify Risk events related to brownfield modification in live assets and wellhead platforms, its effects & consequences, propose mitigation measures and take ownership to ensure mitigation measures have been implemented at the site
  • Liaise with senior discipline engineers, project engineers and other stakeholders through all phases of the project for all construction-related matters including inputs during the detailed engineering and procurement stages
  • Review daily, weekly, and monthly construction progress reports for assigned projects and verify contractor’s progress statements for accuracy
  • Coordinate the MCC walk-through, pre-commissioning and commissioning activities with contractors, vendors, and end-users
  • Maintain a daily record of progress noting special comments Reports to supervisor work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions
  • Coordinate mobilisation and demobilisation of contractors, sub-contractors and vendors to offshore sites following the contract award
  • Interact and interface with other contractors, projects, and departments regularly to identify and resolve all construction-related matters especially liaison with Production and Wellhead Maintenance departments
  • Participate in weekly and monthly HSE walkthroughs and monthly HSE audits
  • Support the client in the development of new standards, specifications, guidelines etc and support the enhancement of existing corporate documents

Requirements:

  • BSc in Mechanical Engineering discipline from a recognized University (or) Petroleum Engineering discipline or equivalent plus relevant courses in Safety, Quality Control and Construction
  • Candidate should have a minimum of 15 years overall experience in supervising fabrication yard and offshore construction management/brownfield modification of live production facilities, wellhead platforms etc including review and approval of EPIC contractor deliverables
  • Candidate must have robust experience in FEED and EPIC projects with a strong capability to review/approve contractor deliverables

Requirements

  • Bachelor’s degree in mechanical engineering (or Equivalent) from a recognized university.
  • IRCA Certified QMS Lead Auditor.
  • Welding Inspector Certification (CSWIP 3.1 / AWS-CWI), Painting Inspector Certification (BGAS Grade-2 / NACE Level-2) and NDT Leve-2 Certification in RT, MT, UT and PT (ASNT/ACCP) is a must. Equivalent International Certifications acceptable.
  • Having IIW-Welding Engineer / NDT level-3 and Certification in advanced NDT (PAUT, TOFD, AutoUT etc.,) will be an advantage.
  • Professional membership / affiliations with recognized chartered or other professional institutions like ASNT / AWS / TWI / NACE / ASQ-CMQ&OE, MCQI-CQP or similar is desirable.
  • 15 years’ experience in the construction of major Green field or Brown-field Process Plants (Refinery, NGL / LNG Plants, Petrochemical complex or similar) in Oil & Gas industry.
  • Worked with major EPIC Contractors / End User in similar position in major projects with overall responsibility for the Quality of Piping / Mechanical discipline Construction and Commissioning activities. Sound working knowledge on QA/QC aspects, testing requirements and acceptance criteria related various Piping systems and Rotating / Stating Equipment and managing overall discipline’s QA/QC aspects in major Oil and Gas Projects.
  • Good knowledge in understanding and application of international Codes, Standards and practices relevant to the job function (ASME, TEMA, ASTM, API, ISO, BS EN, NACE, IOGP, Shell DEP, MESC spec etc.)

Requirements:

  • Mechanical Engineering degree and/or diploma with experience in Quality Control in multi- discipline construction environment Preferably having formal training in QC and membership with recognised charted or other professional institution
  • CSWIP 32/AWS Sr Welding Inspector, BGAS GRADE 2 or NACE LEVEL 2 and ASNT NDT Level-II Certification is a must, other equivalent certifications provided by internationally recognized organizations can be accepted
  • Have 10 years’ experience as a graduate engineer and 15 years’ experience as a diploma holder in similar positions in the Oil & Gas sector Experience in GCC is desirable
  • Candidate should have hands-on working experience related to CRA Clad/Lined Pipeline/flow lines and/or the piping/equipment of exotic materials (DSS, SDSS, Ni, Cr etc,) welding inspection/testing
