Mselect is looking to hire a QC Inspector Piping (Brownfield) for a national oil and gas operator in Doha, Qatar. Candidates must have a minimum of 10 years of relevant experience in a similar position within the Oil & Gas sector, experience in GCC is desirable. Fluency in English is a must.

Key Responsibilities

  • Implementing the elements of the client’s management system applicable to your function
  • Your safety and the safety of others who may be affected by the client’s business, whether the activity is under your direct control and proactively participate in all safety matters affecting the construction of the project
  • Preventing pollution to the environment, either by you or by others in the project
  • Co-ordinating/attending the inspection, tests and punch listing
  • Undertake familiarisation with Project and discipline-specific inspection documentation to ensure understanding of contract requirements
  • Implement quality inspection procedures on construction activities, suppliers, and sub-contractors to ensure compliance with project specification
  • Ensure that the documentation generated by the contractor for inspections, tests, surveillance and surveys meets the requirements of the Project Quality Plan, ITPs and project requirement
  • Ensure Completion of relevant forms and reports on inspections and tests undertaken by the contractor and maintenance of inspection records
  • Communicating effectively with the contractor, third parties and end users at your level
  • Ensuring that all equipment used for measuring and testing is in calibration and such records are available
  • Perform Surveillance of project site construction activities to identify problems and potential or actual non-conformances and to assist in proposing corrective and preventive actions
  • Liaise with other Field Supervisors and Contractor to be aware of planned and completed construction works to ensure NDE is planned and performed
  • Assist Senior QA/QC Engineer in the review/approval of Contractor QA/QC documents such as QCPs, ITPs, WPS/PQRs/Special Processes/Personnel qualifications, Material Approval Requests, MRBs, Project Dossiers etc
  • Monitor/Witness Contractor’s fabrication, installation, inspection and testing activities related to the Structural Steel, Process Piping, tanks and heaters, including internals installation and associated preceding and succeeding interface activities
  • Witness/verify all inspection and testing activities related to the Welding, NDT, PWHT, Hardness testing, Alloy Verification, painting etc, starting from the procedures/personnel qualification till the respective systems hydro testing and ensure compliance with the project requirements
  • Closely monitor the performance of special processes and personnel, weld Repairs/NDT status etc, and Controls exercised by the contractor and appraise the Senior QA/QC engineer in case of any concerns
  • Participate in the receiving inspection of project permanent materials and verification of associated documentation for traceability of Piping bulk materials, Consumables like welding electrodes/filler wires/gases, Painting/wrapping materials etc
  • Follow-up on Corrective Actions to close out non-conformances
  • Monitor trends of non-compliance to requirements and feedback on the status of the Contractor’s performance
  • Initiate Surveillance/NCR’s for Senior QA/QC Engineer’s approval
  • Maintaining relevant QA/QC documents/records

Requirements

Qualification:

  • Mechanical Engineering degree and/or diploma with experience in Quality Control in multi- discipline construction environment Preferably having formal training in QC and membership with recognised charted or other professional institution
  • CSWIP 32/AWS Senior Welding Inspector, BGAS GRADE 2 or NACE LEVEL 2 and ASNT NDT Level-II Certification is a must; Other equivalent certifications provided by internationally recognized organizations can be accepted

Experience:

  • 10 years’ experience as graduate engineers and 15 years’ experience as diploma holders in similar positions in the Oil & Gas sector Experience in GCC is desirable
  • Candidate should have hands-on working experience related to CRA Clad/Lined Pipeline/flow lines and/or the piping/equipment of exotic materials (DSS, SDSS, Ni, Cr etc) welding inspection/testing
  • Sound knowledge of international standards related to materials and mechanical construction such as API, ASME, ASTM, NACE, DIN, etc
  • The candidate should have sound working knowledge of QC aspects and various testing requirements related to major oil & gas/petrochemical-focused construction projects
  • Duties are normally complex and vary and require the ability to work well with contractor’s personnel and colleagues at all levels in a multidisciplinary, multicultural environment
  • Rotation: 29 days on/27 days off

Mselect is looking to hire a QC Inspector Structural (Brownfield) for a national oil and gas operator in Doha, Qatar. Candidates must have a minimum of 10 years of relevant experience in the Oil & Gas Downstream Industry with an international consultancy company. Fluency in English is a must.

Key Responsibilities

  • Ensure that the quality requirements of the fabrication, construction and installation activities, as detailed in client’s main contractor-approved QC procedure and plans, are implemented in accordance with client’s approved project documents
  • Ensure that contractors, subcontractors, and Vendors have the required competent resources, implant internationally acceptable practices, and deliver a product in compliance with Corporate and Project Quality requirements
  • Monitor all site and fabrication yard welding activities and ensure all welding joints are welded according to approved WPSs
  • Attend all PQR’s mechanical testing to ensure complete implementation of corporate standard requirements
  • Witness all contractors’ welders' qualification tests and evaluate their visual and NDT results
  • Witness all site or fabrication yard NDT daily activities, carry out interpretation for test results, and evaluate the findings outs
  • Monitor the stage (in-process) inspection of offshore steel structure fabrications, and top-side facilities at contractor fabrication premises and verify the product conformity to corporate standards, project specs, and international codes/standards
  • Report daily to the QA/QC Engineer and advise him on the client’s main contractor compliance with contract procedures and standards and any matters affecting quality

Requirements

  • Minimum high technical school or equivalent welding/NDT certification from a recognized organization such as AWS, TWI, API, ASME, ASNT…etc, TWI CSWIP 32 or AWS SCWI in welding is a must and ASNT LEVEL II in NDT
  • A minimum of 10 years of relevant experience in the Oil & Gas Downstream Industry with an international consultancy company, third-party inspection/certification Company, EPIC contractor or end user in major project implementation is essential

Key Responsibilities

  • Prepare Work Program and Budget pack for Annual Budgets (CAPEX/OPEX/NON-ROUTINE) and ensure it is accurately mapped in SAP
  • Prepare Budget Revisions/Supplementary Budget and ensure appropriate justification and supporting documentation is valid and enough
  • Prepare AFEs with accuracy and ensure the requested AFE is following Policy and Procedures
  • Ensure compliance with and implementation of approved Budget Control Procedures and Work Instructions
  • Review reallocation journal/expenditure postings in SAP FI and advise proper allocation of AFE number and WBS Element
  • Work in close coordination with the cost, planning & project team to ensure proper and timely recording of expenditure through Service Entry Sheets
  • Provide solutions to the project team on budget issues and ensure invoices are processed and returned to Finance for payment within target dates
  • Justify monthly and quarterly variance and ensure the reasons are valid and obtain mitigation measures from cost, planning & project team
  • Review the project status, CWIP and Completion Certificates to ensure the capitalization process is in line with Policy and Procedures
  • Participate in continuous improvement of budget control activities
  • Capacity to prepare ad-hoc reports for specific budget and cost analyses when required
  • Provide on-the-job coaching & development of staff

Requirements

  • A university/college degree in financial accounting or CPA, ACCA CGMA or equivalent
  • At least 7 years of relevant experience in project cost budget control
  • Experience in the Oil & Gas industry is preferable
  • Effective analytical and problem-solving skills with attention to detail Ability to adapt to changing priorities and manage multiple tasks simultaneously
  • Performs routine duties independently and refers to Line Supervisors on non-routine work
  • Working knowledge in SAP (e.g. PS, MM modules) is essential
  • Good knowledge of MS Office applications and Database particularly in Excel and PowerPoint
