Description

mselect is looking to hire a Budget Controller for a national oil and gas operator in Doha, Qatar. Candidates must have at least 7 years of relevant experience in project cost budget control, experience in the Oil & Gas industry is preferable. Fluency in English is a must.

Key Responsibilities

  • Prepare Work Program and Budget pack for Annual Budgets (CAPEX/OPEX/NON-ROUTINE) and ensure it is accurately mapped in SAP
  • Prepare Budget Revisions/Supplementary Budget and ensure appropriate justification and supporting documentation is valid and enough
  • Prepare AFEs with accuracy and ensure the requested AFE is following Policy and Procedures
  • Ensure compliance with and implementation of approved Budget Control Procedures and Work Instructions
  • Review reallocation journal/expenditure postings in SAP FI and advise proper allocation of AFE number and WBS Element
  • Work in close coordination with the cost, planning & project team to ensure proper and timely recording of expenditure through Service Entry Sheets
  • Provide solutions to the project team on budget issues and ensure invoices are processed and returned to Finance for payment within target dates
  • Justify monthly and quarterly variance and ensure the reasons are valid and obtain mitigation measures from cost, planning & project team
  • Review the project status, CWIP and Completion Certificates to ensure the capitalization process is in line with Policy and Procedures
  • Participate in continuous improvement of budget control activities
  • Capacity to prepare ad-hoc reports for specific budget and cost analyses when required
  • Provide on-the-job coaching & development of staff

Requirements

  • A university/college degree in financial accounting or CPA, ACCA CGMA or equivalent
  • At least 7 years of relevant experience in project cost budget control
  • Experience in the Oil & Gas industry is preferable
  • Effective analytical and problem-solving skills with attention to detail Ability to adapt to changing priorities and manage multiple tasks simultaneously
  • Performs routine duties independently and refers to Line Supervisors on non-routine work
  • Working knowledge in SAP (e.g. PS, MM modules) is essential
  • Good knowledge of MS Office applications and Database particularly in Excel and PowerPoint

Mselect is looking to hire a Civil Engineer for a national oil and gas operator in Doha, Qatar. Candidates must have a minimum of 10-12 years’ experience in Structural Design & Construction. Fluency in English is a must.

Key Responsibilities

  • Conduct Civil/Structural Engineering activities throughout all stages of the assigned projects
  • Check and review all project drawings and documents (civil, structural, specifications, calculations and proposed materials) submitted by others by the project scope, specifications, applicable standards
  • Participate and aid in projects' pre-commissioning, commissioning and Hand-over activities
  • Review and evaluate the Contract Changes/Variation to approved guidelines and applicable codes, standards and practices, make recommendations for approval or rejection of technical deviations
  • Review and approve method statements developed by contracted organizations for scope compliance Liaise with contracted organizations to resolve technical issues
  • Conduct evaluation of technical bid packages for scope compliance Participate in pretender meetings, and related technical and commercial evaluations on contract bids received and administered by the Division and submit Technical Evaluation reports
  • Plan and coordinate activities of a team of multidiscipline engineers for providing timely delivery of technical services to meet the project requirements
  • Co-ordinate engineering designs, develop and review multi-disciplinary work scopes for projects and other engineering activities Ensure that the work scope is comprehensive and clear
  • Support the development of personal technical competency and skills and those of Co-workers Participate in structured training for Associate Engineers
  • Ability to work in multi-discipline/cultural environment

  • Conducts civil works inspection of leased buildings/takeover of completed buildings or facilities with user Department and final acceptance from Contractor/Project Department

Requirements

  • Bachelor’s Degree or Equivalent degree in Civil Engineering
  • Minimum 10-12 years’ experience in Structural Design & Construction
  • Minimum 6 years’ experience in Structural Design & Construction, in large buildings and civil/infrastructure projects, including at least 6 years’ experience at the Supervisory level
  • Good knowledge of construction activities and project management
  • Experience in projects’ pre-commissioning, commissioning and Hand-over activities
  • Possess good communication and presentation skills
  • Good knowledge of English, both written and spoken
  • Computer literate in mainstream MS Office products and structural design packages

Candidates must have a minimum of 15 years of experience in design, construction, commissioning, and start-up of major onshore hydrocarbon processing facilities with major Oil & Gas Project Management Consultancies and/or with international EPIC Contractors with 8 years of experience as Commissioning Lead or Coordinator. Fluency in English is a must.

Key Responsibilities

  • Coordinate all commissioning-related matters of the projects under execution, and be accountable for the successful completion of commissioning and hand-over
  • Develops project commissioning strategy and obtains approval for the same in consultation with asset holder/end user and in accordance with contract requirements
  • Participate in detailed design HAZOP, HAZID, SIMOP, SIL studies and safety reviews to ensure commissioning-related input during the project design phase
  • Review and coordinate for approval of the commissioning procedures, and performance test procedures for all facilities, systems and sub-sub-systems
  • Organizes and ensures availability of the commissioning team and arranges the required manpower support from asset holder/end-user/contractor
  • Organizes all personnel and equipment required to support and supervise the various commissioning activities
  • Review and approve the planning of the commissioning activities and ensure its implementation as per the set commissioning plan
  • Details out the activities of the project into required commissionable systems and subsystems
  • Review and approve inspection records sheets and `functional test forms to support the pre-commissioning and commissioning activities for all disciplines in coordination with the project team
  • Progress reporting for the commissioning activities to support the overall project program
  • Leads daily/weekly meetings at the site and coordinates with the project team for the perusal of all pre-commissioning and commissioning activities
  • Arranges for timely performance of all commissioning activities on the project(s) Facilities
  • Establishes and agrees with asset holder/end-user the commissioning activities requiring interface with existing facilities
  • Updates the project manager or project heads regularly, progress on mechanical completion, pre-commissioning and commissioning activities
  • Review pre-commissioning and commissioning dossiers, containing all related documentation, to 'as commissioned' status
  • Follows up clearance of all punch-list items and documents the same for progress reports and project(s) close-out purposes
  • Contribute to plant start-up safety reviews with the participation of operations and contractor representatives
  • Ensures handover of the facilities under consideration to the asset holder/end-user on a package/plant system basis
  • Process and coordinate project handover certificates in coordination with asset holders as per the relevant company procedure and monitor the status of approval
  • Implements corporate procedure(s) and standards for commissioning activities
  • Adopts company regulation for permit-to-work system and safety guidelines establishes and arranges for OJT (job training) as required for engineers on development and as agreed for asset holder/end-user personnel

Requirements

  • University Degree in Chemical Engineering or Process Engineer or Mechanical or equivalent
  • Minimum of 15 years of experience in design, construction, commissioning, and start-up of major onshore hydrocarbon processing facilities with major Oil & Gas Project Management Consultancies and/or with international EPIC Contractors
  • Minimum 8 years of experience as Commissioning Lead or Coordinator
