Description
Mselect is looking to hire a Safety
Officer for a national oil and gas operator in Doha, Qatar. Candidates must
have a minimum of 10 years of experience in Occupational Health and Safety,
preferably in the Oil, Gas & Petrochemical Industry, specifically
construction projects. Fluency in English is a must.
Key
Responsibilities
- Responsible and accountable for
providing technical services in the areas of Health and Safety during
definition, detailed design, and execution stages to ensure contractor(s)
compliance with established HSE policies, guidelines, procedures, standards,
and regulations
- Support and maintain a strong safety
culture in line with the vision, strategy, and values
- Identify and implement risk reduction
measures based on hazard identification and risk assessment studies in all
areas and phases of construction, pre-commissioning and commissioning Work
closely with the risk assessment specialist and other parties
- Participate in checking and reviewing
method statements, JSA’s, safety certifications, and other related documents
submitted by contractors/project consultant Report any non-compliance, lapses
or issues to the immediate Supervisor
- Monitors site HSE programs and safe
work practices, and reviews and evaluates data/information/systems as required
Carry out duties and responsibilities for all areas of work covered in HSE
aspects of EPIC Projects
- Ensure and contractor personnel
adherence to HSE standards, policies, guidelines, procedures, standards, and
regulations
- Provide oversight in the field for
EPIC Contractor, Subcontractor(s) and Vendors, to verify understanding and
compliance to project HSE requirements
- Responsible for monitoring related
activities within project sites conducting daily inspections and ensuring the
work being carried out is in line with approved JSA, Risk Assessment, and
Method Statement and approved Permit to Work System
- Responsible for Management and site
implementation of HSE requirements throughout the project duration and
collaborate with relevant departments, stakeholders and disciplines to ensure
regulatory compliance
- Supports and provides inputs to the
Sr HSE Engineer for implementing the Project HSE Performance Monitoring, HSE
Objectives and Initiatives, HSE-related procedures, guidelines, standards, and
policies to ensure Project activities are conducted safely and in compliance
with Operational and Corporate requirements
- Implement the Company’s environmental
management system capable of identifying compliance and recommending immediate
corrective measures and long-term solutions to prevent the recurrence
- Monitor the implementation of HSE
Legal requirements, regulatory bodies, national laws and regulations, and
state-ratified international conventions and protocols within Project
activities
- Participate and provide support to
carry out and maintain records of the Project HSE risk register to ensure
proper recording, monitoring and close-out of Project HSE Risks throughout the
project duration
- Participate in the review of
contractor's HSE documentation (HSE Plan, HSE Procedures and other HSE
requirements) to ensure contractors are compliant with HSE requirements
- Participate in the review of
contractor’s HSE Personnel CVs and competence assessment test/personal
interview before mobilization of contractor's HSE personnel at the project site
to ensure compliance with Corporate Standards for Managing HSE In Contracts
- Conduct incident investigation and
reporting, including the implementation of preventive and corrective actions of
incidents/accidents that occur within projects to ensure compliance with
corporate procedures for Incident management
- Conduct site safety meetings and HSE
awareness among project staff and Contractors
- Conduct safety audits on the project
involving all parties to ensure compliance with safety policies and advise
corrective actions, following up to ensure proper implementation
- Compile reports and prepare
statistical and trend analysis reports to assess safety performances
- Contribute towards updating HSE
Codes, Standards, Specifications, and Philosophies
Requirements
- A higher National Degree (HND),
University Degree (Preferably in an Engineering discipline) or an Accredited
HSE Professional Certificate Associate membership of a recognized safety
institution is desirable
- Minimum 10 years of experience in
Occupational Health and Safety, preferably in the Oil, Gas & Petrochemical
Industry, and specifically construction projects (including greenfield and
brownfield work)
- Thorough knowledge of safe work
practices, international standards (e.g. ISO 45001:2018), and procedures
- Conversant with international
standards in Environmental Management Systems
- Trained in any of the following
Incident Investigation Software: TapRoot, SafetyCulture, EasyRCA, Tripod Beta,
etc
- Competent in the use of PC including
MS Word, Excel, Access, PowerPoint and any other relevant software
- Experience in the GCC is desirable
